City On Application (cityon.gr) — Crowdpolicy IKE
Article 1. INTRODUCTION – SCOPE OF APPLICATION
The City On application (cityon.gr) constitutes an integrated system of digital services and information designed and operated with the aim of facilitating communication and interaction between citizens and local authorities (Municipalities). The application is owned and operated by the company Crowdpolicy IKE, which provides the technological infrastructure and platform management.
These Terms and Usage Policies (hereinafter "Terms") apply to all use of the City On application on iOS and Android platforms, the website cityon.gr, as well as all connected sub-domains and versions thereof. By accessing, registering, and using the application, the user unconditionally accepts these Terms.
Article 2. DEFINITIONS
For the purposes of these Terms, the following concepts have the following meaning:
- Service: The set of digital services and capabilities provided through the City On application.
- Application: The mobile device application or the website cityon.gr and its connected sub-domains.
- User: A person who has created an account and is logged into the application.
- Visitor: A person who visits the application or website without being registered.
- Operating Entity: The Municipality or other public authority that collaborates with Crowdpolicy in providing the services.
- Crowdpolicy: The company CROWDPOLICY DIGITAL PARTICIPATORY SERVICES IKE that provides the technological infrastructure.
- Content: Text, images, data, comments, and any other material published by users or Crowdpolicy.
- Request: A submission by the user concerning an issue or problem within the jurisdiction of the Operating Entity.
- Personal Data: Information that identifies or may identify a natural person.
Article 3. ACCEPTANCE OF TERMS
By accessing, registering, and using the City On application, the user declares that they unconditionally accept these Terms and Usage Policies. If the user disagrees with any part of these Terms, they should cease using the application immediately.
The user must be at least 18 years of age or have the agreement of an adult guardian. Crowdpolicy is not responsible for verifying the age or authority of minors.
Article 4. SERVICE DESCRIPTION
City On is a digital platform for democratic participation and interaction between citizens and local authorities. The application allows users to submit requests and reports regarding daily issues affecting the local community, such as infrastructure problems, public spaces, services, and other issues within the jurisdiction of the Municipality.
Through City On, it is possible to post communication forms, announcement boards, and interactive areas for submitting everyday requests. The use of the above implies that the user/visitor bears exclusive responsibility for the communication they conduct and the consequences arising from the publication of such communication. Crowdpolicy bears no responsibility for the accuracy, reliability, or credibility of the material published in any interactive area or for the consequences of communication in interactive areas or the consequences arising from the use of the website. Crowdpolicy in no case can be considered to accept or endorse in any way the ideas, perceptions, and actions expressed by the user/visitor – as a consequence of communication – in interactive areas. Crowdpolicy may monitor, correct, or delete the communication content of the user/visitor.
The user/visitor accepts the licensing under the specific terms of the Greek "Creative Commons" Attribution License (CC-BY-v.3.0) as detailed in the relevant License, all works protected according to Law 2121/1993 that result from communication on bulletin boards and in communication forms as well as in interactive areas.
Users may participate in surveys, votes, and announcements posted by Crowdpolicy or the Operating Entity. Certain features of the application include the use of geolocation data, uploading photos and texts to describe issues so as to facilitate their resolution.
Article 5. USER OBLIGATIONS – CODE OF CONDUCT
The user is required to use the City On application exclusively for lawful and ethical purposes, in accordance with applicable Greek and European legislation. The user assumes full responsibility for all their actions and content they submit through the application.
The user is not permitted to:
- Disrupt, interfere with, or obstruct the functioning of the application or its services, nor attempt to gain unauthorized access to systems, data, or servers.
- Post, distribute, or transmit content that is illegal, offensive, threatening, defamatory, inappropriate, or that violates the rights of third parties, including intellectual property rights, privacy rights, and reputation.
- Post content containing viruses, worms, trojans, or other malicious code or software.
- Harass, threaten, insult, or intimidate other users or Crowdpolicy staff.
- Post spam, advertisements, or commercial content, unless explicitly authorized.
- Submit false, forged, or misleading requests or data.
The user must not disable, obscure, or modify in any way the legal or intellectual property warnings of the application. Crowdpolicy and the Operating Entity reserve the right to monitor, correct, suspend, or delete any content that violates these Terms, without prior notice.
Article 6. DECLARATION OF ACCEPTANCE OF USE
By using the City On application, the user specifically declares that they accept the following:
- A) They use the application for the ability to submit data related to issues within the jurisdiction of the Municipality.
- B) They acknowledge and accept that certified Municipality personnel have access to specific data, as provided in the Data Protection Policy.
- C) They declare that the posting of photos, categorization, commenting, and submission of geolocation data will be carried out in accordance with personal data protection principles.
- D) They accept that Municipality staff may contact them to gather additional information or clarify the submitted data.
- E) They accept the Code of Conduct and ethical standards described in these Terms.
Article 7. INTELLECTUAL PROPERTY
All content, marks, logos, software, and any other material contained in the City On application (except for user-generated content) is protected by the intellectual property legislation of Greece, the European Union, and international treaties.
Content created and published by users through interactive areas is licensed under the Greek Creative Commons Attribution License (CC-BY-v.3.0), unless the user indicates otherwise. This means that the content may be used, modified, and distributed, provided that the original creator is credited.
The name "City On", the logo, designs, and software are the property of Crowdpolicy IKE and are protected as trademarks. It is prohibited to reproduce, reprint, copy, or publish any content from the application without the prior written permission of Crowdpolicy, unless expressly stated that it may be used.
Article 8. LIMITATION OF LIABILITY
The City On application is provided "as is" without any warranties or representations. Neither the Municipality nor Crowdpolicy shall be responsible for:
- Temporary technical interruptions, errors, or unforeseen events.
- Loss of data or information due to force majeure, cyber attacks, or third parties.
- Content on third-party websites to which links on the application point.
- Accuracy or reliability of content submitted by users or third parties.
- Consequences from the use or misuse of the application or interactive areas.
Crowdpolicy operates as a technology and infrastructure provider. The Municipality/Operating Entity is the responsible controller of the services.
Article 9. LINKS TO THIRD-PARTY WEBSITES
The City On application may contain links to third-party websites. Crowdpolicy is not responsible for the content, data protection policies, or security practices of third-party websites. Access to third-party websites is at your own risk.
Article 10. COOKIES & TRACKING TECHNOLOGIES
The City On application uses cookies:
- Essential Cookies: basic functionality (authentication, security).
- Analytics Cookies: anonymous improvement data, only with consent.
- We do not use advertising or commercial tracking cookies.
Users can manage preferences through device settings.
Article 11. MODIFICATION OF TERMS
Crowdpolicy and the Operating Entity reserve the right to modify these Terms. Changes are announced through the application. Continued use constitutes acceptance.
Article 12. APPLICABLE LAW – DISPUTE RESOLUTION
These Terms are governed by Greek and European law (GDPR). Friendly settlement is sought first, with competent courts in Athens having jurisdiction.
